Duties:
Appointed by and serving at the will of the Board of County Commissioners, the Department Head is accountable for overseeing the planning and administration of capital projects relating to County-owned or controlled facilities, including buildings, roads, bridges, dams, and other infrastructure. Responsible for the planning, design, permitting, bidding, construction management, and inspection of approximately $20 million of public projects annually.
Ensures compliance with all County policies, procedures, and Local, State and Federal regulatory requirements applicable to the work. Functions in a senior management capacity in construction and engineering and is responsible for directing the safety, efficiency and effectiveness of projects within a budget. Works with considerable independence and decision-making authority while performing the assigned duties.

Plans, organizes, leads, and directs the overall operations of the department.

Develops and implements plans and objectives for the department in a safe and effective manner.

Coordinates, establishes, and maintains cooperative working relationships with Local, State, and Federal officials, public officials, County administration, residents, and contractors. Assesses and reports progress on projects.

Coordinates and executes plans for the effective utilization of available funds, personnel, equipment, materials, and supplies to maintain county infrastructure in a safe and efficient manner.

Prepares and monitors operating budgets for areas of responsibility; maintains records and reports as required.

Familiarity with State and Federal public bid, grants, and purchasing requirements.

Responsible for construction management, inspection, and closeout of all projects.

Supervises and evaluates assigned staff, addresses employee and Union concerns and problems, counsels, disciplines and completes performance reviews; conducts interviews and makes hiring recommendations.

Demonstrates continuous effort to improve operations, decrease turnaround time, streamline work processes, and work cooperatively to provide services to County residents in a safe, effective, and efficient manner.

Communicates and coordinates regularly with staff and Union representatives to maximize the effectiveness and efficiency of departmental operations and activities.

Performs all work duties and activities in accordance with County policies, procedures, and all applicable law.

Maintains compliance with external regulations, including D.O.T., PEOSH, and DEP. Ensures a safe work environment and is responsible for correcting unsafe activities and conditions. Adheres to requirements concerning safety prevention, staff training, reporting, and monitoring.


Requirements:

Note: Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Five (5) years of experience in the development, administration and implementation of public works or other similar construction/maintenance programs, including responsibility for budgeting and supervision, two (2) years of which shall have included management responsibilities OR Bachelor’s degree from an accredited college or university in civil engineering, public administration, or a related field; and one (1) year of the above-mentioned professional experience. Certified Public Works Manager certificate preferred.
