Duties: This senior-level position oversees the department functions for Public Works, Property, and Engineering. Ensures compliance with all County and departmental policies, procedures, and regulatory requirements applicable to the work. Functions in a senior management capacity in construction and engineering and is responsible for directing the efficiency and effectiveness of departments, budgets, and projects. Works with considerable independence and decision-making authority while performing the assigned duties.

The Department Head is responsible for overseeing the planning and administration of capital projects relating to County-owned facilities, including buildings, roads, bridges, dams, and other infrastructure. The department provides services to County residents and is directly responsible for the planning, design, permitting, bidding, construction management and inspection of approximately $20 million of public projects annually.

• Plans, organizes, leads, and directs the overall operations of the department.
• Develops and implements plans and objectives for the department in an effective and innovative fashion.
• Assesses and reports progress in meeting department objectives.
• Coordinates, establishes, and maintains cooperative working relationships with County residents, Administration and Commissioners, Local Public Officials and Contractors.
• Coordinates and executes plans for the effective utilization of available funds, personnel, equipment, materials, and supplies to maintain County Infrastructure.
• Prepares and monitors operating budgets for areas of responsibility; maintains records and reports as required.
• Familiarity with State public bid and purchasing requirements is preferred.
• Responsible for construction management, inspection, and closeout of all projects.
• Supervises and evaluates assigned staff, addresses employee concerns and problems, counsels, disciplines and completes performance reviews; conducts interviews and makes hiring recommendations.
• Demonstrates continuous effort to improve operations, decrease turnaround time, streamline work processes, and work cooperatively to provide services to County residents.
• Communicates and coordinates regularly with staff to maximize the effectiveness and efficiency of departmental operations and activities.
• Performs all work duties and activities in accordance with County policies and procedures.
• Maintains compliance with external regulations. Works in a safe manner and reports unsafe activities and conditions. Follows County-wide safety policies and practices and adheres to responsibilities concerning safety prevention, reporting, and monitoring.

Requirements:

EDUCATION: Bachelor’s degree from an accredited college or university in civil engineering, public administration, or a related field. A Master's degree is highly desirable.

EXPERIENCE: Six (6) years of experience in the development, administration and implementation of public works or other similar construction/maintenance programs, including responsibility for budgeting and supervision, four (4) years of which shall have included management responsibilities.
