Human Resources Director
Unclassified/Appointed Position
Salary: TBD (Dependent upon experience)
Anticipated Opening: December 1, 2020
Duties: Reports to the County Administrator. Responsibilities include, but are not limited to the following:
- Maintains confidentiality in handling employee records and business
- Establishes and maintains effective working relationships with employees, Freeholders, and the public
- Plans, organizes, and directs the activities and staff of the Human Resources Department
- Works directly with New Jersey Civil Service (extensive knowledge of regulations and requirements)
- Recruitment, selection, classification, and compensation of County employees
- Oversees employee health benefits
- Labor relations/negotiations
- Leads and participates in collective bargaining
- Organizes and participates in grievance processes and ensures a hearing officer is available
- Applies professional knowledge and personal judgment to technical and managerial problems and issues
- Provides oversight for records of personnel transactions including hires, promotions, transfers, performance reviews, progressive discipline, and terminations
- Explains County programs, policies, and activities
- Serves as Affirmative Action Officer and ADA Coordinator
- Provides counsel and recommendations to supervisors regarding progressive discipline and bargaining unit agreement interpretation
- Negotiates and resolves sensitive and controversial issues
- Oversees and directs the development and administration of the department budget
- Provides additional supervision or oversight as requested by the County Administrator
- Related duties as assigned
Requirements:
- Bachelor’s degree in related field
- Minimum of five (5) years of human resources experience
- Supervisory experience in a unionized environment (preferably in public sector)
- Extensive experience with New Jersey Civil Service Commission rules and regulations
- Strong communication skills
- Strong labor negotiations skills
- Computer literacy
Hours: Typical work shift is Monday through Friday, 8:30am – 4:30pm. However, this position requires work beyond the typical shift.
Note: Offers of employment for this title are contingent upon successful completion of physical fitness testing that includes drug screenings and criminal background checks.
