Supervising Counselor, Penal Institution

Cumberland County Jail
Salary Range: $61,800 - $74,243

Duties: Reports to Division Head. Plans, organizes and supervises the activities of a unit responsible for providing counseling and referral services to prisoners detained in the Cumberland County Jail; interviews inmates to assess their needs and/or qualifications; recommends schooling or other vocational training and provides placement assistance; refers inmates to other social service agencies to prepare them for reintegration into society; supervises professional counseling and volunteer staff; conducts individual counseling sessions for criminal offenders, parolees, or probationers; reviews client’s parole, probation, or community service violations; examines physical evidence and documentation for hearings; calms distraught individuals; assigns work to volunteers, clients, inmates, or seasonal help; counsels clients on substance abuse; counsels clients on employment opportunities; does other related work as required.

Requirements: Knowledge of public relations principles and techniques; knowledge of basic counseling techniques; knowledge of principles and techniques of supervision; Knowledge of employee motivational theories such as reinforcement, incentives, satisfiers, or job enrichment; knowledge of judicial system processes and procedures; Knowledge of obligations and procedures required of clients placed on parole or probation; knowledge of principles and techniques of behavior modification therapy; ability to interpret and apply laws, regulations, and policies applicable to information privacy and confidentiality within correctional facilities and inmate populations; ability to interpret and apply the Inmate’s Bill of Rights.

Education: Graduation from an accredited college or university with a Master’s degree in Sociology, Psychology, Counseling, Education, or Vocational Guidance and Counseling.

Experience: Four (4) years of experience in guidance and counseling in the areas of education, social welfare, job placement, crisis intervention, or substance abuse, two (2) years of which shall have been in a supervisory capacity.

Hours: Full-time, 35 hours per week

Note: Offers of employment for this title are contingent upon successful completion of physical fitness testing, to include drug screenings, and criminal background checks.
