Salary Range: $76,000 - $82,000

Duties: Reports to the County Administrator; administers and directs the planning, organization, control and implementation of local emergency management and public safety activities, including but not limited to County identification of and response to advanced/early warning of impending severe weather and other safety threats; maintains on-call status 24 hours a day, 7 days a week; responds to emergency scenes in support of emergency operations; coordinates with local municipalities, state and federal authorities to ensure the effective administration of the emergency management program; supervises subordinate personnel, makes recommendations on evaluation, hire and termination of department personnel; oversees the Emergency Communications Center; oversees the County Fire Academy; establishes and maintains departmental policies and communications procedures; oversees and updates the County’s emergency operations plans; updates hazardous materials data and other safety information at least annually; prepares, submits and oversees budget expenditures; ensures adherence and proper completion of external funding documents and requirements; provides and participates in appropriate OEM staff training; prepares and distributes disaster preparedness materials, works with County outreach officials to conduct public safety and preparedness presentations and speeches at schools, special events, civic organizations, etc.; coordinates with educational facilities and other county organizations to ensure adequate disaster alerts, warning, and sheltering procedures are developed; implementation of disaster communications, preparedness and training; coordinates the actions and uses jurisdictional assets during exercises and actual occurrences; manages projects related to emergency services; related duties as assigned.

Requirements: Certifications: Certified to NIMS ICS-400 (NJ IMS Level 3), Basic Emergency Management Workshop, or is able to obtain Basic Workshop within one year of appointment.

Progressive education within the emergency services to include operational and management level training at both the local and national level.

Minimum of 10 years of experience with emergency services; with at least 5 years in a supervisory capacity.

Strong communication skills and computer literacy.

Possession of a valid N.J. driver’s license.

Familiarity with emergency communications, fire suppression, emergency medical services, emergency management, and law enforcement interactions.

Familiar with interoperability communications systems and practices.

Ability to remain calm, think rationally and develop action plans under stress and emergency conditions.

Shall be a resident of Cumberland County and maintain residency throughout employment.

Shall possess a high school diploma.

Shall possess a valid New Jersey Driver’s License throughout employment.

Shall maintain a County issued cell phone for notifications of incidents and requests for assistance.

Successful candidate will be subject to recall 24/7 to support emergency operations.

Successful candidate will be required to work in adverse conditions to include disaster scenes for extended periods of time.

All employment offers are contingent upon the satisfactory completion of a criminal background check, which includes fingerprinting.

Preferred Qualifications: Significant leadership experience in a mid-size organization is preferred. Demonstrated ability to work at an executive level to facilitate interagency collaboration and orchestrate regional preparedness. Proven ability to coordinate various emergency preparedness and response activities across organizational lines; communicate effectively orally and in writing; train others in emergency response procedures; develop and conduct simulated drills and exercises; work under considerable pressure and stress in emergency situations; identify and recommend appropriate solutions to problems and promote, establish, and maintain effective working relations with others. Ability to research, write and administer grants. Knowledgeable, trained, and certified in National Incident Management Systems (NIMS) and Incident Command System (ICS).
