Purchasing Agent (Unclassified Position)
Salary Range: $64,960 - $81,200
Duties: Reports to the County Administrator and/or the County CFO; prepares bids, requests for proposals and requests for qualifications; establishes purchasing policies and practices according to rules and regulations; administers county procurement program; maintains oversight of electronic Bid Portal; provides assignments and instructions to staff and supervises and evaluates their work performance; identifies and evaluates systems to maintain inventory of equipment and supplies; designs and revises purchasing and related forms; encourages vendor competition to obtain full range of bids; provides education and support for vendors in the use of the electronic Bid Portal; maintains currency in the field of purchasing, price trends, market conditions and new products; maintains vendor information files; supervises the receipt and resolution of complaints or supplies, equipment and services; supervises the preparation of purchase specification proposals, awards, purchase orders and contract forms; reviews requisitions, bids and contract requirements prior to purchase of materials, equipment and supplies; reviews and analyzes bids and provides recommendations for acceptance and rejection; supervises inspection of supplies or contractual services to determine conformance; prepares correspondence and reports; attends all Freeholder and various committee meetings; related duties as assigned.
Requirements: Bachelor’s degree or equivalent experience with 30 semester hours equal to one year of experience. Five years of procurement operations experience involving purchase specifications, equipment acquisition, materials and supplies, review of contracts and bids, and inspection of commodities and inventory control with three of those years in a supervisory capacity. Demonstrated ability to interpret laws, rules and regulations and apply them to specific situations. Ability and aptitude to effectively utilize electronic Bid Portal and County electronic Financial System. Working knowledge of N.J.S.A. 40A:11-1 Local Public Contracts Law and N.J.A.C. 5:30 and 5:34 New Jersey Administrative Codes. N.J. Department of Community Affairs Qualified Purchasing Agent (QPA) and Certified County Purchasing Office (CCPO) certification preferred. Registered Public Purchasing Official (RPPO) certification preferred. N.J. government employment experience helpful.
