County Engineer
Salary: Dependent Upon Skills and Experience

Duties:

Reports to the County Administrator; administers highway planning, design, construction and maintenance programs; coordinates activities of highway engineering agencies; reviews highway and bridge plans, locations, contracts, and cost estimates for technical and legal accuracy; approves acceptable proposals and makes corrective recommendations; represents the county with the South Jersey Transportation and Planning Authority; provides leadership, direction, coaching and performance evaluation to employees; provides assistance and training in technical issues and statutory requirements; establishes and maintains good working communications with subordinates, colleagues, administrator, freeholder liaison and Board of Chosen Freeholders; responds to resident inquiries; trains and directs workers in research activities for highway planning and engineering; formulates highway engineering policies and procedures; prepares and manages departmental budget; applies for and prepares grant applications; directs and assists workers with reports to state and federal officials, contractors and engineering personnel; supervises departmental design, survey and inspection personnel;  plans alterations and modifications of existing streets, highways and freeways to improve traffic flow; coordinates acquisition of right-of-way or obtains permits, licenses and agreements; works with appropriate individuals and agencies in review of proposed private development and the inspection of their public work improvements to ensure that all subdivisions, parcel maps and plans for construction comply with applicable statutes and meet engineering standards; attends freeholder meetings; sets project priorities and monitors deadlines and performance standards; examines county and regional engineering issues and trends;  researches and interprets laws; identifies policy, procedural and compliance issues; recommends solutions; related duties as assigned.

Requirements:

Bachelor’s degree in civil engineering or closely related field.  Possession of valid New Jersey Professional Engineer’s License.  Five years of civil engineering experience.  Supervisory experience.  Technology background including familiarity with Computer-Aided Drafting (CAD).  Strong public speaking and interpersonal skills.  Graduate degree in civil engineering preferred.
