Mental Health Administrator

Salary Range:  $47,884 - $59,856

                     

 

Duties:   Reports to the County Administrator; maintains accurate records and summaries of the County Mental Health Board (CMHB) and its advisory committees; conducts CMHB clerical and business matters; serves as CMHB executive secretary; serves as liaison between the CMHB, its advisory committee, county government, the state Division of Mental Health Services (DMHS), the state Department of Human Services and the Federal Department of Health and Human Services, and local and regional planning bodies; provides leadership to the county mental health policy groups and participates as an equal member in policy groups convened by DMHS; participates in planning and implementation of all county system and program development activities, convened, initiated or required by DMHS; acts as a facilitator/convener for meetings involving agencies under CMHB jurisdiction, and county, state and/or federal officials; submits an annual county mental health services plan to DMHS in accordance with DMHS guidelines; attends statewide or regional meetings of county mental health administrators and submits reports as required by DMHS; participates in formal monitoring or grant and contract services; participates at all federal, state, county site inspections of services and agencies under CMHB’s jurisdiction; reviews, comments and makes recommendations on proposals and applications for mental health services to the CMHB and to agencies of the state and federal government; participates in the review and negotiation of initial and renewal contracts; cooperates with the DMHS to develop affiliation agreements for promoting and monitoring a county unified service system; insures proper communication; plays active role in carrying out CMHB advocacy functions including:  (1)receiving and following up on client questions and complaints regarding services, as outlined in N.J.A.C. 10:37-4.6 (2) increasing representation and participation of service recipients on the county mental health board (3) facilitating the development of self-help groups; related duties as assigned.

  

Requirements:   Master’s degree in Psychology, Public Administration, Social Work, Public Health, Hospital Administration, Nursing, or a related field.  Three years of experience in the administration of mental health care or related fields.  A bachelor’s degree with significant work experience beyond three years may be substituted for the master’s degree.   Working knowledge of planning, budgeting and human services contract administration. Working knowledge of current developments in mental health.  Familiarity with public sector organizations and operations including government, private, social service and health agencies and public institutions.  Supervisory experience.  Strong communication skills. Ability to work successfully with committee, board and task force structures.  Computer literacy.
